Update from Bioware as of 1:35pm CST :
Comment from Technical Design Director Brenon Holmes:
We’ll need to investigate this, scaling systems are supposed to allow low level players to play with high level players to be effective against high level enemies.
This is not intended, something ain’t right there…
Original Story : As our followers know, we don’t normally post this type of info here at SG. However, given the severity of this bug impacting millions of players on Anthem, we felt it was worth informing everyone of.
The long and the short of it is this : it seems as though weapon level scaling could be completely broken in Anthem.
Players began running tests with various weapons at Grandmaster Level (end game content opened after the player hits level 30) and found some incredibly surprising results. What they found is that due to some sort of scaling bug, a level 1 gun that you receive at the start of the game was damaging enemies at a greater rate than “end game” guns in Masterwork / Legendary form.
Since this was initially tested and reported, several other players have run their own tests and ended up with the same result ; low level weaponry is eliminating enemies faster. Sadly what this means for end game Anthem players, like some of our SG crew, is that there is nearly no incentive to try to create stronger builds until this is resolved.

Our Take
Disappointing and surprising. Anthem has faced its fair share of criticism since launch and while we’ve discussed it extensively, and even defended it at times, this is almost unbelievable. If validated and confirmed by Bioware, this will mark yet another unacceptable bug thus joining the crashing issues and a plethora of others. We will inform you as soon as Bioware makes an official statement.
